A video view audience is a Meta custom audience of people who watched one or more of your Facebook or Instagram videos for at least a length of time you choose. It lets you show a follow-up ad to people who have already paid attention to you.

How a video view audience works

It is a type of engagement custom audience. In Ads Manager you create a custom audience, choose video as the source, then pick the engagement level. At the time of writing (October 2026), the options include people who watched at least 3 seconds, to ThruPlay, or to 25%, 50%, 75% or 95% of the video.

Next you choose which videos count, from your Facebook Page or Instagram account, paid or organic, and a retention period: how long someone stays in the audience after watching. Meta allows up to a year. The audience fills automatically as people watch, and keeps updating. You can then use it on its own, combine it with other audiences, or exclude it, for example keeping recent viewers out of a campaign meant only for people who have never heard of you.

Because the viewing happens on Meta’s own apps, this audience does not depend on the pixel on your website, or on whether a visitor accepted your cookie banner. For UK businesses where many visitors decline cookies, that makes video viewers one of the more dependable retargeting pools.

Why it matters

Most people who see an ad will not buy straight away. A video view audience lets you separate the people who watched your explainer, demonstration or customer story from the people who scrolled past, and spend more on the first group. It is the practical bridge between cold and warm in a cold, warm and hot audience structure.

A common pattern for a UK service business, such as a kitchen fitter or a private clinic, is a low-cost video campaign to people nearby, followed by an enquiry ad shown only to people who watched at least half of it. The second ad can assume the viewer knows who you are and get straight to the offer.

Video viewers can also seed a lookalike audience, though buyers or leads usually make a stronger source than viewers.

Common mistakes

  • Using 3-second viewers as a warm audience. Almost anyone who paused briefly ends up in it.
  • Windows that do not match the decision. A takeaway might use a week or two; a conservatory or a wedding venue might need months.
  • Audiences too small to deliver Then given a budget they cannot absorb, so frequency soars.
  • Showing the same video again instead of the next step.
  • Not excluding customers who already bought.
  • Mixing unrelated videos into one audience, so someone who watched a recruitment video is shown a sales offer meant for people who watched a product demonstration.

How to act on it

Pick the videos that explain what you do best. Create audiences at two levels, such as ThruPlay and 75%, with a window that fits how long your customers take to decide. Check the estimated sizes; if they are small, run a short video campaign to build them first. Then show these audiences a different ad with a clear offer and action, and exclude recent customers. Use the video play quartiles to choose a threshold that keeps the audience big enough. Building sequences like this is the core of my Facebook retargeting service.

Questions people ask about this

How long does a video view audience keep people?

You choose the retention period when you create it, up to a maximum of a year. Match it to how long your customers take to decide: short for low-cost, quick purchases, longer for considered ones such as home improvements or courses. You can create several audiences with different windows for the same videos.

Can I retarget people who watched my organic videos?

Yes. Video view audiences can include people who watched videos posted organically on your Facebook Page or Instagram account, as well as people who watched your ads. Your accounts need to be connected to the ad account you are using.

Is a video view audience affected by cookie consent?

Not in the same way as website retargeting. The viewing happens inside Facebook and Instagram, so it does not rely on your site's pixel or on a visitor accepting your cookie banner. Meta's own privacy settings still apply, so the audience will not include every viewer.
